Can Itching Of Penis Be Related To History Of Urticaria?

i have a history of urticaria,the last time being just over 12 months ago.however i woke up this morning with ichting on the base of my penis when i scratched i knew it was urticaria and i could feel a few small lumps appearing on various parts of my body.i immediateley took an anti istamine tablet but my penis is still swollen.
