Can Itchy Bumpy Rash Around Neck Be Due To Chemical Burn?

Hi, I have this strange bumpy rash around my neck that just recently appeared. The bumps are on both sides of my neck and are small and itchy. They're not red and there is no peeling. I'm not sure where they came from but I have two ideas. I'm thinking that when I recently got my hair done at a salon some of the relaxer chemicals got on my neck or that they came from a cheap necklace that I wore that I don't normally wear. I'm wondering if this rash is a chemical burn or just a skin reaction to cheap jewelry and what should I do for treatment.
