Can Masturbation Cause Delay In Period?

Ok well my friend ( and when I say friend I really do mean friend I'm worried bout herr) she is 13 (female) and has masterbated for about a year so she said. And she is scared because she hasn't gotten her period yet and she thinks it might be delayed or other health problems because of this. She said she also got a lot amount of clear discharge and I just don't know what to tell her. So can you help me thanks!
