Can Meningitis Start With Just A Patch On The Skin?

Hi, my 2 year old has a patch on his neck approx 5mm diameter with little red pin pricks (very bright red) they do not fade when pressed or with a glass. He has no other symptoms and at the moment (in the last hour) there have been no other patches appear anywhere. Should I be concerned? Can meningitis start with just one patch? please help asap
