Can Non-penetrative Sex Cause Pregnancy?

my girlfriends has irregular periods and we had unprotected sex.. even though i didnt ejaculate ..my gf seems to have late periods...is she pregnant?? and if so we decided we dont want a child now..what are my options.. please note she has a history of weak liver.
