Can Only Lips Have Allergic Reaction For Make Up?

Is it possible that my lips can have an allergic reaction to make up but not my skin? I wore Halloween make up last night and today my top lip in the center at the bump of the top lip it is swollen and leaking clear fluid and it looks like tiny "bubbles" for lack of a better word. It looks like an allergic reaction but it's only in that spot and i haven't had anything new or new lipstick, chapstick, or anything other than the Halloween make up, but there is no other sign of a reaction on my face or hands or arms all of which had the make up.
