Can Penis Size Be Reduced Surgically?

Hi, I have a very long and thick flaccid penis. It measures 113/4 in length and 71/2 inches around. It is impossible to hide no matter what I wear. People stare and make comments all the time. I am not very tall 5 feet 7 inches tall 2 which makes it look evern bigger. Can penis size be reduced surgically?
