Can Placenta From The Cervix Still Move Up By 35 Weeks Of Pregnancy?

Hi, On my 33 week pregnancy scan the placenta is low, 16mm from cervix. Is there a chance it will move upwards by next scan ( scheduled for 35 weeks)? Is the only option C section if it hasn’t moved- or can you wait till 38 weeks to check again if it’s moved up?
