Can Recurring Fistula Be Completely Cured?

Hi - My father is suffering from fistula , he is 53 years old .He has operated for fistula 4 months back but still its not cured. when we consulted another doctor he said it has now in severe postition and they said it has to be operated soon and they are not 100 % gurantee whether it can be cured or not .Could you please suggest a good doctor in Hyderabad , India for this
