Can Small Cyst Cause Enlarged Ovary?

Hi. I have recently been diagnosed after having a pelvic ultrasound. With a 31 x 26 x 29 mm avascular cyst with low level echoes/striations. Causing left ovary to appear bulky measuring 25cm. GP has told me the cyst was 25cm but on the report these are the measurements of the cyst. Could a small cyst make the ovary enlarge or is there a typing error on the report. Should it be measured in cm?
