Can Sunblock Be Used On Skin Rash?

My husband has had poisen ivy for 2 weeks. Cortezone (sp) shot on monday and steroid pills ended today. Rash has flattened out and skin now looks like huge blocks of sun burn much larger than the original ivy rash (that itch terribly). Is it safe to spend time outide in the water if he uses sunblock?
