Can The Curved Penis Be Treated?

the skin of my penis sheath was joined at birth to scortal sac skin which was removed surgically in childhood leading to false passage just below the glance. Due to which the urinary tract opening in original got blocked. Also, the penile curvature is bent downwards. can it be normalized?
