Can Toe Surgery Be Done Without Being Shot Up?

I have to get toe surgery soon but I did not yet make an appointment, and it s in very very much pain when anything touches it, how will the doctor numb me? I don t like syringes in the first place and is it possible to do it without being shot up? And can it be done by putting me out instead?
