Could Absence Of Heart Beat And Drop In HCG Levels Be Threatened Miscarriage?

hi my wife is 7-8 weeks pregnant, her first hog level was 89,000, two days later it dropped to 75,000. we had an ultra sound before the blood work that showed no heart beat, she has no bleeding, cramping, nothing, feels exactly the same, is this normal? is there still hope? we have another ultrasound tuesday but kind of losing our minds right now wondering the outcome
