Could Blister Like Bump In Public Hair Indicate Herpes?

i found a blister like bump in my pubic hair about .5in above the base of my penis, it has bled a little but not painful and at times may itch. about a month ago I had some urinary urgency and clear discharge, went to the doctors they said physically everything looks fine ran std tests and tests for bladder infection. everything came back negative. could this blister be herpes. I have not had unprotected sex since the week before I had all the std tests done.
