Could Blisters Around Penis Tip Be Due To Herpes?

I have noticed some blisters around the trunk of my penis. They do not irritate me, my urination does not burn, I have no flu like symptoms. Other than just looking unsightly, I feel fine, but what chance is it they are a sign of herpes? I do remember shaving my pubic hair about two weeks ago, and the razor caused some minor cutting. Could there instead be an infection from the shaving that has lead to the blisters?
