Could Chronic Neck Pain At The Base Of My Skull Be Causing Frequent Palpitations And Low Blood Pressure?

I have been experiencing a frequent palpitations (arrhythmias) around my throat and chest following a chronic neck pain just beneath my skull where the back of my neck meet my skull. The palpitations is very worrisome and I often have low blood pressure but my ECG results are normal
