Could Clogged Ears Be Due To Swelling In Ear Drum?

I have had a clogged left ear for over a year. I saw a specialist who said my drum is swollen and red all the time. She said I also had an enlarged palate which I have had food get stuck in and came out when I blew my nose. She said I also had a deviated septum which she surgically repaired. But she said my sinus is clear. I get sinus infections constantly. When I speak my ear clogs up and will stay that way for days at a time. Feels like I have water in there all the time. No ear infections though. What could this be?
