Could Hairline Fracture Of Tibia Cause Pitting Edema?

I had a injury to my shin approx. 6 weeks ago from falling off of a chair. The wooden chair snapped back and hit my shin. It has a huge scar now and the scar tissue is thin and healing. The problem I am having now is pitting edema on top of the tibia. It is painful to touch but wondering would a hairline fracture of the tibia cause such pitting edema? It s like a 3+
