Could Heavy Bleeding With Cramps In The 8th Week Of Pregnancy Indicate Miscarriage?

My daughter is about 8 weeks pregnant. She has developed heavy bleeding & started cramping. During A trip to the ER last night an ultrasound could not produce a heartbeat where one was present before (approx. 145 bpm). The Dr. Suggested that she wait to see her OBGYN tomorrow. Not sure if another ER visit should be made, or waiting until morning is the right answer. If she is miss carrying, is she at risk herself?
