Could Itching/spreading White Scars In Legs Be Due To Melanin Deficiency?

Hello Doctor,I have some white round scars (smaller in size) in my Legs spreading and improving its size on the skin and having itching on that area.I had no injury on that spot before the scars appeared..i red it on the internet that the cause due to Melanin deficiency and i cant suggest it.Please Help me to cure this Doctor.
