Could Itchy Skin With Red Bumps On Body And Glans Indicate Genital Warts?

I have recently been afflicted with incredibly itchy skin accompanied by red bumps, all over my body; my stomach, legs, feet, even in and around my belly button. My outer thighs were particularly bad. I had an exterminator look at my room and bed for an infestation but came up with nothing. Today I noticed one on my glans that is small, red, and slightly itchy. What could be going on and could this be genital warts/herpes?
