Could Less Growth Of Facial Hair Be Treated?

Hi Doctor, Im 26 and have an improper and less hair growth on the face, when i consulted a doctor, he prescribed mintop 5% and 10% which dint show a good result. I still have unfilled spots on the face. Just want to know if it is really possible to treat this or just a waste of time??
