Could My Penile Growth Be Related To My Diagnosed Congestive Heart Failure?

In the past ten years my penis has expanded in size from about slightly above average in size to now measuring 2.00 diameter, which I believe is at the 96th percentile of the population. Length has also increased, by not as significantly as girth. I suffer from an inguinal hernia, and display some symptoms of Congestive Heart Failure. Truth, I have been diagnosed with CHF. Is the anomalous swelling/growth caused by the heart condition, or am I just lucky?
