Could Puffiness And Redness In Eye Be A Matter Of Concern?

My dog skinned her upper eye lid about a month ago but appeared to go away. For the past 2weeks it became noticeable again and it's become swollen. No discharge, no watery or red eye but is puffy n reddish...doesn't appear to itch or bother her. Her Vision is normal n eye looks normal...
