Could Recurred UTI Symptoms With Mid Back Pain Be Kidney Infection?

I have burning when I urinate and a frequent sense of the need to urinate. symptoms have persisted for about a month. I treated for a UTI with an OTC Monistat one day treatment three days ago. I am now experiencing increasing mid-back pain and not appreciable relief of symptoms. could this be a kidney infection even though I am afebrile?
