Could Scabs On Arms And Legs And Swelling After Bug Bite Be A Sensitive Skin Or Eczema?

My daughter is 7 and over the last few months she has these little scabs (almost looking like an old mosquito bite) on her arms and legs. Also, when she gets a bug bite, she sometimes swells. What could this be - simply sensitive skin or eczema or something of that sort??
