Could Severe Pain Triggered By The Movement Of Neck Be Due To Bulging Disc?

I had spinal surgery c5c6 4 years ago with plate and fusion now I have bulging disk c3c4 that they say is small I have server pain when I try to move my neck to either side or up and down also had 4 shoulder surgeries including shoulder replacement. will bulging get worst or better what should I do? they are saying pt
