Could Small Bumps Under The Eye Ball Be Due To Under Eye Cream?

Hello there, I am a 65 year old woman and I noticed in the last week that I have a few small bumps under my eye ball ......I have been using a new eye cream and wondering if that is the issue or should I go to my doctor....it feels like small cysts under the eye
