Could Swelling In Legs, Face And Abdomen Be Due To Liver Cirrhosis?

my sister is suffering from sirousis of the liver and is down to about 20% of her liver function. She is very swollen in her legs, face and stomach. She was told by the IHS on the reservation she was not eligible for a wheelchair or walker. Well last week she fell and is now been in the hospital for almost a week in extreme pain. If they would ve granted her, her request for one this incident would ve never of happen. What should I do or who should I speak to about gettting her one donated with also a shower and toilet seat assistance?
