Could Swollen Painful Bruise On Shin Post A Fall Indicate Soft Tissue Injury?

I fell onto my shin on rocks a week ago, most of the bruising & swelling has gone however I still have a tennis ball size hot bruise that is very painful when touched. My shin hurts when I stand up & walk although the pain does subside & is manageable. Is it just soft tissue injury?
