Could Terrible Pain In Lower Back And Legs Be Due To Arthritis?

My Mom is 87 yrs old, recently had a silent heart attack. Is diabetic, takes meds for high blood pressure, cholesterol,, water pill, meds for reflux. She is having terrible pain in her lower back in her legs and arms. I think it is arthritis, but she seems in pretty severe pain so I decided to come here. She had a cardiac cath a few weeks ago and surgery was a risk so she is taking meds for her heart problem. I am not sure any of this has anything to do with her pain, but I wanted to give some history.
