Could The Bruising And White Discharge On My Penis Be From Diabetes Or An STD?

Hi Dr, tip of the skin of my penis is having bruises and a white discharge like chemical beneath the skin. The more I urinate, the more it is becoming worse. Is it due to diabetics or any STD.Should I consult a dermatologist or a sexologist. My wife had infection, but now she is ok.
