Could The Diabetic Ring Be Surgically Removed?

Hi, I have a ring around my neck that has recently gotten darker and I was told that it was a diabetes ring.I'm fifteen and ive had it since I was around 10. I was wondering if it could be surgically removed or if I could get it scraped or possibly get medication for it.? I scrub I everyday and I try to use alchohol at least once a week.
