Could The Warts At The Base Of My Penis Be Genital Warts?

Have developed a cluster of a few warts at the base of my penis but not on it. They are just above the shaft where the shaft meets the groin. Nothing on the shaft or scrotum. Are these genital/HPV warts? Can these be treated with OTC solutions? Thanks!
