Could Vaginal Spotting During Pregnancy Be Due To Miscarriage?

I recently did a pregnancy test and it confirmed I was 2-3 wks pregnant. This was not planned and I was on norethisterone tablets for heavy bleeding. I stopped the tablets immediately 3 days ago, however now I am starting to spot. Is this withdrawal bleed or miscarriage my doctors are not open yet
