Could White Spots At The Lower Back Of Hips Be Due To Vitiligo?

Doc i have white spots at the lower back of my hips. I went to a dermatologist to check it, she conduct lab test, by then the result is negative of fungi. So her finding is not vitiligo, she gave me oil and cream. But no effect til now it spreads out`. Doc do think its vitiligo?
