Do Birth Control Pills Cause Excessive Facial Hair And Pigmentation?

I am a 26 year old female who has experienced increased facial hair growth on my chin The hair is to thick for waxing and creams irritate my skin. I can not afford laser treatments so I have been shaving and it is causing stubble, irritation and darker skin tone. I have picked up alot of weight and currently taking birth control. I dont know if this is a side effect but how can I stop my skin from being so dark
