Does ALC Of 6.5 With High Sugar Levels In The Morning Suggest Diabetes?

HI doctor, My morning diabetes level always came up higher between 115 to 138 and during a day its normal not more than 109 even though after two hours its came up 130-138. And I am still not on any medicine. Six months before I done with my a1c test. it was 7.6 and after 3 months later I done another a1c test. it was 6.5 without medicine I just watched my diet. Please suggest me am I diabetic or pre diabetic???
