Does Budecort And Levolin Help To Treat Asthma?

Hello my 2.8 year old daughter always have caugh and during weather change and in winter season the situation got worst. There is caugh cold,chest congestion and wheezing. Doctor said it is persistent asthma. We are giving her nebulizer for last two years daily. Now the doctor has prescribed her inhalers ie. Budecort 100 and levolin. Is this treatment is right or is this can be cure or inhalers are for life time.we are also gigiving her Montair 4 mg from last one and half year.
