Does A New Doctor (continuing My Medicines) Have The Right

Does a new doctor (continuing my medicines) have the right to stop my schedule, just because new rules came out? I have success for 13 years now with 2nd step medications, my body is used to the medicines. Do I have to change to non-narcotics? I see a doctor every month for prescriptions to be written. My history is one doctor , one pharmacy, with no adverse events. I have tried many non- narcotics...that's how I ended up with narcotics. Is stepping down my medicines a good idea? just because rules changed? Thank you, Cheryl Walton
