Does A Red Painless Spot On The Cheek Need Medical Attention?

My sister, a 55 year-old caucasian, has a dime-sized red spot in the middle of her cheek. She doesn't have insurance, no money, no job and says the spot has been there for 2 months. The spot is red and a little raised. She says she can't afford to go to the doctor. Should I be concerned?
