Does Absence Of Foetal Heart Beat Indicate Miscarriage?

Hello doctor I am sadia n my que is , i am five weeks pregnant according my ultrasound report bt my embryo is so weak there is no heartbeat yet also I am experiencing on off bleeding my doc says wait for two weeks more n given me maintain injection n some ecoasprin n ecosys tabs progesterone tabs idont know wats going on is there any goodnews or not.plz help its my second pregnancy I had a miscarriage in oct 2014.
