Does Blood In Stool Need Medical Attention?

My daughter had a bowel movement. She noticed bright red blood in her stool and on the tissue. I asked was it a hard stool. She said no. Approximately 20 minutes later, she urinated. She told me she wiped her but and noticed more blood. She continued to use tissue and wipes until she did not notice anymore blood. She had another bowel movement 10 minutes later but did not notice any blood. Should we make an appointment to see a doctor? My daughter is 23.
