Does Degenerative Changes In Lumbar Spine With Disc Protrusion Require Surgery?

MRI impressions conclude 'Minimal degenerative changes in lumbar spine with disc protrusion at D12-L1 level causing indentation over Thecal Sac with no significant neural compromise. Disc bulges at L1-L2 and L2-L3 levels causing indentation over Thecal Sac with mild bilateral neural compromise at L2-L3 level.

Do the above condition require a surgical procedure? Are these symptoms of serious nature as I am experiencing pain on both sides of my lower back and feel discomfort while walking.
