Does Dizziness, Headache And Tingling Sensation In Hands Need Immediate Medical Attention?

Dizziness, Headaches, Tingly every where but feel it more on my hands lips, feet, arms, weak breathing weird, but normal heart rate seems a bit elevated when i put my finger on my wrist. Eyes feel like i cross them? should i take my self to the er?
