Does Gradual Hearing Mean Tinnitus?

i am 56 years old i do not have sugar or blood pressure bota are at normal levels. I am a miniers patient for the last 22 years i lost hearing in the right ear. but tintius is there. now a days my hearing in the left ear is also reducing . is second ear is also effected?
