Does Itching And Rash On Inner Parts Of Arms Indicate Heat Rash?

The last couple of days the inner part of both my arms' joints have been itching a lot. After scratching, a some rash has appeared on the area. I live in Rio de Janeiro, Brazil, and it's been around 95 F on a daily basis. Could this be a symptom of heat rash?
