Does Itchy Outer Vagina With Burning When Exposed To Urine Be Herpes?

I am a 23-year old asian girl having problems around my vagina. I already talked to an OB-Gyne regarding this and she told me that I'm having a Herpes! I was shocked of course for I've been into a single partner since I was 19 (we were the same age). I consulted my partner if he has been with another girl aside from me but he swore he never had another except that time when he was 18yrs old. It happened only twice and it was their first times. Now, after almost 4 years of being together, just recently this year I found the outer part of my vagina very itchy and it feels like burning when my urine touches the "itchy part" of it. I never had other symptoms of having a herpes like: Pain in the leg or buttocks, Burning on the side of the leg or bottom of one foot, and Flu-like symptoms such as headache, fever, and swollen glands. But I do easily get emotionally irritable since I was young. Could my OB-Gyne be wrong? I can't really believe I'm having a herpes right now. I hope to hear the side of the doctors soon.
