Does Low Birth Weight Cause Delayed Growth Milestones?

Good Afternoon,

I am very concerned about my grandbaby he is not completely walking yet and he weights only 25 pounds and he is 1yr 9mos he was born a preemie at 25 weeks . I keep asking my son and the mother of child what did the doctor say about his weight or etc. and they are saying he is right on target for gestation? what is that? I think he is skinny for his age? Please help me i'm a concerned grandmother!!
